Overview:
This course provides a comprehensive basic/initial training for personnel with fiscal responsibilities as it relates to Federal budgets. Students will receive the historical perspective of Federal appropriations law, its concepts, and the legal foundation for Federal appropriations. Students will also learn about current legislation and how it affects their workplace, the propriety, timing, and legality of certain types of expenditures. Students receive a copy of Volumes I and II on CD-Rom.
Objectives:
At the end of the workshop participants should be able to:
- Understand the historical perspective of authorizations
versus appropriations
- Be familiar with the nature of Appropriation Law,
Volumes I-II
- Correctly interpret the basis of appropriations and
their intended use
- Be familiar with the legal framework surrounding
Federal Financial Budgets
- Know and adhere to the purpose, critical time frames,
and dollar thresholds of Federal appropriations
- Identify special limiting terminology used in
appropriations law
- Understand the role of the Comptroller General
